Cheryl Chumley has a nice piece in the Washington Times this afternoon about New York Mayor Michael "Nanny" Bloomberg's new idea to require millions of New York City residents to compost scrap food.

Our Jeff Stier has pointed out that rotting food attracts rats, as Cheryl notes.

Rats and cities. Seems to me there are a few negative lessons history can teach us about why that's a toxic mix.
